What is a Named Weapon? 
A group of normal weapons with special coins that have been used to change weapon names, textures, ballistic effects, etc. are collectively called named weapons.
How do you get it?
Basically, you can collect 武器名変更+a欠片(weapon renaming coin pieces) to exchange for the respective coins.
